Fire Safety Plan Approval in Bangladesh: What to Expect, Step by Step

What happens after you apply for FSCD fire safety plan approval? A step-by-step guide to the site inspection, drawing review, common queries, fees and realistic timeline in Bangladesh.

Fire Safety Plan Approval in Bangladesh: What to Expect, Step by Step

Getting your fire safety plan approved by Fire Service and Civil Defence (FSCD) is a required step for many buildings in Bangladesh. Most owners know they need it. Few know what actually happens after they apply, or how long it takes. This guide walks you through the process stage by stage, based on FSCD's procedure and our own experience taking clients' plans through approval.

Does your building need fire safety plan approval?

You need FSCD approval if your building is:

  • a residential building of 10 storeys or more, or
  • any non-residential building, whatever its size. That includes factories, industrial buildings, commercial buildings and shopping malls.

If you are not sure, check before you finalise your design. It is much easier to plan for fire safety from the start than to change a building later.

Step 1: Prepare your drawings and documents

Before applying, you need a complete fire safety plan and a set of supporting documents, such as your RAJUK or local authority approval, land use clearance, holding tax receipt and the owner's NID.

Step 2: Apply online through FSCD's portal

Applications are made online through FSCD's portal. The owner can start the application, but every application must name a consultant firm from FSCD's enlisted list, and that firm handles the approval process from there. Triangle Engineers Ltd., through our FSCD-enlisted sister concern, can be selected as your consultant and take care of the process for you.

Step 3: FSCD site inspection

FSCD always visits the site before approving a plan, even if the building is still under construction. The visit can happen soon after you apply online, sometimes before the drawings are physically submitted. The officers look at the site, the access road and whether the building matches what you have applied for.

Step 4: Submit the drawings physically

After the online application, the printed drawing set is submitted to FSCD. FSCD's 60-day processing time starts from this physical submission, not from the date you applied online.

Step 5: Drawing review and queries

FSCD reviews the drawings against BNBC 2020 and the Fire Prevention and Extinction Rules 2014. If something is not right, the drawings are sent back with queries. The most common reasons are:

  • Missing drawings, or drawings that are not up to FSCD's standard.
  • Not enough stairs for the building's size and use.
  • An undersized water reservoir for firefighting.
  • A narrow access road. If the road in front of the property is less than 20 feet wide, fire vehicles cannot reach the building, and FSCD can decline the application.

The road width cannot be fixed with a drawing change, so check it before you buy land or start the design.

Step 6: Corrections and resubmission

Your consultant updates the drawings to answer the queries and resubmits them. A clean first submission is the best way to avoid going round this loop more than once.

Step 7: Approval

Once FSCD is satisfied, the fire safety plan approval is issued. On paper this takes 60 days from physical submission. In practice it often takes 3 to 4 months, so build that time into your project schedule.

Government fees

The FSCD fee is based on the building's floor area:

Building typeFee
ResidentialTk 0.30 per sq ft
IndustrialTk 0.50 per sq ft

Example: a 40,000 sq ft factory pays 40,000 × 0.50 = Tk 20,000.

After approval: what comes next

Plan approval is not the end of the process. After that:

  1. Install the fire safety systems as shown in the approved plan.
  2. Apply for the effectiveness certificate, which confirms that the installed systems work as approved.
  3. For factories and other businesses that store combustible materials, apply for the fire licence, which is renewed every year.

We help clients with the documents for all three stages.

Frequently asked questions

How long does fire safety plan approval take in Bangladesh?

FSCD's standard is 60 days from the physical submission of the drawings. In our experience, 3 to 4 months is common.

How much is the FSCD fee for plan approval?

Tk 0.30 per sq ft for residential buildings and Tk 0.50 per sq ft for industrial buildings.

Can I apply without a consultant?

Not fully. You can start the application on FSCD's portal yourself, but you must choose a consultant firm from FSCD's enlisted list. That consultant then handles the approval process, including the drawings, the submission and FSCD's queries.

What if the road in front of my building is narrower than 20 feet?

FSCD can decline the application, because fire vehicles cannot reach the building. Check this before the design starts.

Does FSCD inspect a building that is still under construction?

Yes. FSCD visits the site before every approval, including buildings under construction.
